Scuba Diving Boots should be bought slightly warmer than you would need. If you are cold while diving, you won't continue your dive. It is better to be comfortable. You can use 3mm (1/8 inch) high tops or low tops when diving in warm water. Cold water requires 7mm (1/4 inch) high tops. You can also use a pair of thermal hotsocks in cold water.

The better the boots have thicker and durable soles. The zippers are usually on the side for easy access. Wetsuit booties are for warmth, protection and proper fit for open heel fins. The wetsuit boots should be snug and comfortable without cramping the toes at the front. Make sure to try on the boots and fins at the same time when making a purchase.
